Because there was no other artist that has performed this consistently over the course of over 50 years? I often hear critics say that Dylan didn't do much in the eighties, which is maybe true for the early part of that decade. In the latter part of the eighties, however, he directed a movie, was inducted into the Rock and Roll Hall of Fame, and was in a band called the Travelin' Wilburys with some guys named George Harrison, Tom Petty, Roy Orbison, and Jeff Lynne of ELO.
