He is only beat by The Joker, and The Riddler in intelligence. And he isn't just some brute without followers he is a crime boss in batman so he isn't alone like clay face and killer croc. He also doesn't have to rely on his followers to do the fighting for him like the Joker, Riddler, and The Penguin.
