He was a very violent and unmerciful dictator though smart militarily he was a bad ruler every time he set up reinforcements for the army he would have to spend more time and MONEY he was not to use unless of emergency and the only reason he had to do this was because he spent the money he was supposed to use for feeding the army instead he used on more missiles great more conflict between the US and the SOVEIT UNION
