It's hard to call him overrated when he's extremely forgettable. But considering how badly written he is, and how flat his "personality" is, he can be overrated compared to villains like alamaeda slim because he isn't "silly." Some might like him because he "looks" badass on paper, or is "different." While people are busy shutting down Hans, and saying old Disney villains are better, this guy is the forgotten exception. Even Edgar or Alameida Slim, or even Clayton and Radcliffe are more memorable bad Gus than "the Atlantis villain." Even the Leviethen has more impact on the audience than Rourke does, and seeing Rourke get the mantle of main villain of Atlantis over that monster, shows that even on an insignificant scale, Rourke is an overrated stain in the Disney Canon.
