I think he was the most powerful just short of the Ones, and the Chosen One(Anakin Skywalker). He was the only one to not literally BE the force, yet still manage to do what they could. In my mind, the force is like a river, and the users use it to their advantage becoming the force's Ally, even its Servant. But Sidious didn't do that. He dove into the water and made the river do as he said. He tamed the Dark Side. He owned the Dark Side. And when the maverick wave that was supposed to be uncontrollable struck him (the chosen one) he returned in the expanded universe. He defied the force, and succeeded. The force itself cannot harm him. Although Anakin could have been more powerful than him, he didn't let him, and the only one more powerful than him were the ones, who again, couldn't harm him, as he controlled the force. They were the force. The Ones were Sidious' pets. So, even if you were more powerful/skilled than Sidious, you still wouldn't be able to harm him.

Although it seems as though he lost to Mace Windu, he was clever enough and not driven so much by arrogance so to appear weak in order to manipulate Anakin. He remained hidden as a Sith Lord to the entire Jedi order until he revealed himself of his own accord. While many will argue that in the films he appeared to be lacking in power and unable to survive being thrown down a shaft, I think this is purely because it is a film and most if not all of the lore would have been made after the movies, which I guess would have explored the force to a greater extent than what was apparantly within Sidios' grasp, making him seem underpowered. However, much of the way that sith work is though manipulation, which could explain why Sidious didn't want to destroy Luke entirely if he had the chance to lure him into to killing his father and draw closer to the dark side.

Darth Sidious, though he is a villain, is super powerful. He is a master of manipulating events to his will, but is no slouch in one-on one combat. In fact, he bested Yoda and would have finished Luke Skywalker off too, had Darth Vader. Everybody puts so much stock in Vader, and I will admit that he is an iconic and powerful character, but know that Anakin would still be a Jedi, or not even exist at all ( in a deleted scene from Revenge of the Sith, Palpatine reveals he created Anakin- Shmi was just the vessel that carried him into the world). Without Sidious, the Star Wars movies would be the most boring sci-fi movie ever.

Darth Plagueis was a Dark Lord of the Sith, so powerful and so wise he could use the Force to influence the midichlorians to create life... He had such a knowledge of the dark side that he could even keep the ones he cared about from dying.The dark side of the Force is a pathway to many abilities some consider to be unnatural.He became so powerful... the only thing he was afraid of was losing his power, which eventually, of course, he did. Unfortunately, he taught his apprentice everything he knew, then his apprentice killed him in his sleep. It's ironic he could save others from death, but not himself.

Lucas and other creators have specifically said that Sidious was the strongest sith to ever live. The written Revenge of the Sith shows yoda leaving the fight because he finally feels the full darkness and power of Sidious. There is no argument as to who the strongest Star Wars character is... Unless you want to directly argue with George Lucas laugh out loud

The death of Windu was merely part of an elaborate scheme to draw Skywalker to the dark side - Sidious engineered the whole situation to enable the fall of Skywalker and it worked perfectly. I'm surprised that he is not as skilled as Darth Vader because he was Anakin Skywalker's master right after Sidious killed Mace Windu. And also, in Return of the Jedi, Sidious defeated Luke Skywalker but Luke defeated Darth Vader even though Vader is number 2 on this list and Darth Sidious is number 3.
