As mentioned in "The Outcast Villains don't bother to follow the rules", this one is the complete opposite. The tyrant villains are the ones who are already in charge while the hero is the outcast. This type of villain already has his/her greasy hands on the strings, call all the shots, and rule with an iron fist (or iron everything in MetalSeadramon's case). These villains operate within the law, so therefore the heroes that operate outside the law are seen by many civilians in the film or book as the villains.
