This man was the person who was the real dictator in Japan not Hirohito he was simply a puppet to Tojo he mass murdered almost as much people as Hitler did in even worse ways. He was hanged after the war and should've been in the top 15 on this list! He was completely evil

He invaded China in 1931 and killed 21,750,000 Chinese by either beheading, disemboweling or stabbing them, even if they surrendered. His soldiers raped 20,000 women in Nanjing alone. His invasion of Southeast Asia killed another 8,600,000 people. During these invasions, 1,620,000 of his soldiers died. He forced millions of Koreans into slave labor. 800,000 Koreans died under those circumstances. He also instigated a secret unit called Unit 731, which was responsible for human experimentation which was dedicated to the determination of the most effective ways to kill people.
