For my personal opinion I think Rue is the best character in the Hunger Games, She basically had the ability to win, with her small size she has the ability to climb far high into the trees to keep away from the other tributes since most of them were big, with her knowledge of plants she can tell what is poison and what's not to, she is immune to poverty compared to the careers, is very sly, and is from an agricultural district.

But...that was the hunger games. You have to do whatever you can to survive. I agree that Rue shouldn't have been killed, but you can't be that mad at Marvel for killing Rue, just like you can't be mad at Katniss for killing Marvel. Think about it. If you where in Marvel's shoes (or whatever) wouldn't you do the same thing? She was trapped in a net, and an easy shot and you obviously wanted to win.
